CRISIS IN SYRIA

The U.S. stance is to train Syrian opposition forces by the U.S. Military to defend its territory rather than to seize it back from the Islamic State.

The Syrian fighters are essential to defeating the Islamic State as countries like Turkey, Jodan and Qatar stand by. However these assembled units under the Obama administration’s will not be able to capturing key towns from the militants without U.S. Combat teams which Obama has ruled out. The Syrians then will be tasked to only preventing ISIL to reach beyond the control it maintains.

Military officials also want U.S. and allied special operations troops to advise opposition forces if those forces are thrust into combat, helping them to fight effectively and reducing the chances that the new units will disintegrate in the heat of battle.

You cannot field an effective force if you’re not on the ground to advise and assist them,” said a senior U.S. military officer with extensive experience in training the Iraqi and Afghan militaries.

Obama’s unwillingness to deploy ground combat forces is rooted in concern that American troops would be drawn into a long, bloody war in the Middle East.

Obama position is to have our military train as many as 5,00 Syrian fighters a year as an effective opposition force, not just a hit-and-run group of rebels. The first units are expected to be deployed in roughly six months. The plan is for them to safeguard cleared areas and end up being a defensive force more than an offensive force.

Lt. Gen. William Mayville, the director of operations for the Pentagon’s Joint Staff, said the opposition fighters would receive basic training and it will have some effect but not a decisive effect in the battle against the Islamic State.

A defensive opposition force also could allow President Bashar al-Assad’s government to regain territory it has lost to the Islamic State, which has been pummeled — but remains far from defeated — by hundreds of U.S. and coalition air strikes over the past month.

U.S. troops intends to use basic training sessions which will focus on unit discipline and elementary combat skills and advanced training in the future. This is called long ranging with hopes of engagement down the road.

Administration officials say technological advancements will allow the U.S. military to provide a degree of air support to Syrian forces without having to stand shoulder to shoulder with them. They note that in Iraq, U.S. commanders recently employed surveillance aircraft, including drones, to identify Islamic State militants near the Mosul Dam, striking them in proximity to Kurdish forces.

US officials are also talking to Jordan, Qatar and Turkey about training camps being established in Saudi Arabia. This is sending a evident message that this recruitment effort there is no U.S. commitment and our unwillingness to commit to toppling Assad and ISIS but rather sitting on th sidelines and watching from afar.

John McCain sated that it is immoral to “fight and die when we’re not going to protect them from Bashar Assad’s barrel bombs or from ISIS…You’re not going to get people to volunteer to do that.”

Some senior Defense Department officials advised that involving the use of covert operatives and private contractors reporting to the CIA, not the Pentagon, who could provide combat advice to Syrian forces and summon air support but a senior Arab official said such a request would be unlikely to receive an enthusiastic response among coalition members if the United States did not also commit troops.

Either way you look at it, basic training over a year period is sending more lambs to slaughter. Air atrikes had proven to be effective but now long will the effectiveness be to topple a terrorist group hell bent on destroying everything in its path with an instatiable quench for power.

The Massacre of Shiites – U.S. Accountability

Our own country sanctioned by Obama at a cost of billions of taxpayer dollars to train Iraqi soldiers has unfolded in many wars. The largest way is leading to the massacre of Shiites (ISIS) taken and slaughtered by Sunni Militants from the Islamic State in Iraq and Syria.

The massacre was no different and was perpetuated by ISIS which came after another massacre of Iraqi soldiers stationed at Camp Speicher, a former American army base in Tikrit, Hussein’s hometown.

The suspected scale of the massacre — ISIS claimed it killed 1,700 Shiite soldiers which was confirmed to be accurate which would make it the deadliest sectarian atrocity in Iraq’s recent history.

The story of the massacre tells as much about the woeful state of the Iraqi military, a force created and trained by the United States at a cost of billions of dollars, as it does about the cruelty of ISIS.

The conquests of ISIS has demonstrated the psychological effects to this author to the direct victim of victim offender. When the US left Iraq, the war in Iraq was not over for the Sunnis and Shiites, In fact, a new civil unrest and a new faction emerged in the form of barbaric terrorism without limitations. The culture of Iraqis is not for forgiveness. They are from the desert; their culture is for revenge.

The United States encouraged the Shiites to rise up against Saddam Hussein who in turn slaughtered tens of thousands of Shiites as the U.S. stood by when the uprising against Hussein’s rule in 1991 was encouraged by American officials. But the United States then stood by as Mr. Hussein’s security forces slaughtered tens of thousands of people which explains why Shiites in the south never trusted the Americans when they invaded in 2003.

The certainty now, is that ISIS will continue to massacre anyone that stands in their way or opposes them. History has a way to repeat itself and revenge does come back with vengeance.

Every 7 minutes a child goes missing. When this happens to you or someone you know, what will you do? File a missing police report, call all your child’s friends, drive around the neighborhood, visit all their hangouts, call all the area hospitals, talk to all their teachers, post more flyers all around town, bus stations, airports, train stations? Private firms have more authority on private property than police. In addition, private agencies have a vested interest and work on special assignment. The police, even off duty, have to follow the guidelines set forth in the 4th and 14th Amendments of the US Constitution.

Property owner rights, lease agreements and other such issues are civil matters. The police have limited knowledge or responsibility in missing persons unless there is specialized units and they are scarce and bordered.

Police have a very difficult job. They are not specifically trained not adequately qualified or equipped with the right resources. Specialists is always a better, more effective option. Also, the most important factor is that police is limited to their jurisdiction. Most often, a child will leave or separated from your home town or even your states where the FBI has to be called in. Every research study ever done on pretrial release has shown that commercial bail bonding is the MOST effective form of release.

Defendants that arraigned on bail are based upon the severity on the crime(s) they commit and therefore the comment made that people are languishing away in jail because they cant afford a bail bond is absolutely false. This author needs to be schooled. With bail bonds as we know you only need to post 10% of the bond amount to get out of jail for 10% as opposed to having to pay the whole amount.

The author either seems to gloss over this fact or deliberately ignores it. The bottom line is a bail bond is an insurance policy. Just like any other insurance policy you pay a premium to the insurance agent for that coverage. If you drive a car and don’t have an accident or ticket, does your insurance company refund your premium? Of course not. What a commercial bail bond does is “GUARANTEE” that the defendant shows up for court. If they don’t the bail agent goes and gets them. If they don’t get them, they not the government or the taxpayer pay the full amount to the court.

When someone is let out through the current system in Wisconsin or Oregon for example, nobody goes and gets them, a warrant is issued and it becomes law enforcement’s job (at taxpayer’s dollar). Most times they are not picked up until they commit another offense and that can be a violent crime like rape or murder. Explain that to the victim of family member about pre-trial release and that they were release because they could not come up with $50.00!Also, if commercial bail is the cause of jail overcrowding than explain why Wisconsin jails are dealing with an overcrowding problem if there is currently no commercial bail allowed.

My response is noted below the end of the article. Remember…no commercial bail in Wisconsin and there is overcrowding. Interesting huh?

Also, in Wisconsin according to this welcome sign, the government wants their citizens to protect crime within their state and promote vigilantism in lieu of public safety. It seems that the shoot first posture applies to this state whether or not their citizens have been properly trained in any fashion at all in police procedure to determine if a crime is being committed and when to use the act of deadly force. “Acts of Criminal Violence” does not necessitate deadly force and will land your citizen is the can or 6 feet under. Where does it say that in the sign? Also, I believe the last time I checked and the first time I learned this in first grade and that Chicago and Illinois are pretty much one and the same.

I believe this exemplifies a clear message why I guess why their platform of bail is not required and their stance that commercial bail creates overcrowded and their solution to it by arming as many of their citizens.  Beware great citizens of Wisconsin that as a Law Enforcement and Security trainer, career criminals are great shots and have killed many trained police officers and federal agents.  I hope that when it comes down to the use of deadly force and your life or your children is on the line, that you are a better and more accurate shooter then a hardened criminal especially one who is on your pre-trial release program.

In regards to the statement that commercial bail costs the state money…really? How is that math being done? The current system requires tax dollars and lots of them. People have to come up with the full amount of bail (harder to do than just 10%) and sit in jail longer all on the taxpayers dime. With commercial bail, people are released quicker because they only have to come up with 10%. The insurance companies that back each bail bond pay a premium tax to the local jurisdiction (in California that premium tax amount topped $12 Million), and when they don’t perform, bail agents pay the full amount of the bond to the court. Explain to me where the cost is for the county. There is no cost. In fact, bail actually generates revenue. Additionally, in a recent study out of the University of Texas at Dallas, a researcher determined the cost of a failure to appear (when someone does not show up for court). Based on that amount (a little over $1,700 per defendant) the commercial bail industry saved Dallas County over $11 Million. Does that sound like an industry that costs the local jurisdictions money…hardly.

And now something that we can all agree is important, public safety. When people are released on a commercial bail bond, they are being watched and monitored by several people who all have skin in the game. The bail agent has put up his money and promise to the court (along with the insurance company). The family has put up financial assets to secure the defendants release. What this does is create a circle of influence around each defendant that both ensures they show up for court and in the process stay out of trouble. Financially secured release has been proven time and time again but every research study ever done to be the most effective form of release.

    Wisconsin is not alone in its thinking. Currently, Oregon is also contemplating the return of commercial bail. Why? Because it works. Without someone monitoring defendants with skin in the game…without defendant’s knowing that someone will come after them if they don’t show up for court…without family members tied emotionally and financially to the performance of a defendant…there is NO ACCOUNTABILITY in the system. And without accountability, the system fails. People need to stop believing what they see on television and in the movies. The commercial bail industry is vital to the criminal justice system. In recent surveys among judges, sheriffs and court administrators across the country, it was found that all of the groups (over 90% in every case) believed that commercial bail played an important role in the criminal justice system.

    Next time there is a story put out about they commercial bail bond industry returning to Wisconsin, it would be good to hear both sides of the story. Once the facts are shared, the decision is pretty simple. That would be great journalism.

SHOOTINGS IN AMERICA – CARNAGE

Mass Shootings in America and Innocent Lives Lost. Why are they on the rise? With Newtown behind us, and others just tailing that horrific event, we know have in this past week, 12 navy yard workers killed and eight others injured. Right after that in Chicago, home of Barry aka Barack Obama, 3 were killed and 23 wounded 3 days ago followed d up 2 other shootings leaving 4 dead and others wounded including children . Chicago police were pleased to announce that their homicide rate was down 21% form 389 dead last year to only 305 this year so far. Well, I guess that is something to be proud of. That is just over 1 dead per day.

With the ever tightening of gun regulations and the shredding on the 2nd amendment, prolonged waiting times, detailed background checks, what is being missed and violated? Do criminal offenders wait around for the aforementioned and even fill out a basic application? The ones who went on rampages have not.

Some say that if putting guns in civilians hands to deter violence is that civilian shooters are less likely to hit their targets than police in these circumstances.” A chaotic scene in August at the Empire State Building put this starkly into perspective when New York City police officers trained in counter-terrorism confronted a gunman and wounded nine innocent bystanders in the process. I know for a fact, that the best trained marksman in the world are not law enforcement but professional civilians. In a certain sense the law was on their side: nearly 80 percent of the killers in our investigation obtained their weapons legally. Some will argue that there is no evidence indicating that arming Americans further will help prevent mass shootings or reduce the carnage in this country but without allowing the use of arms and protecting our 2nd amendment rights, are we just lying down and waiting to be slaughtered?

 

Are you letting the government decide your fate or take away your god given right of your choice to live or to die? Your right to defend yourself, your property or more importantly your family. There is a set of classification; a mass murderer is someone who kills four or more people in a single incident, usually in one location. (As opposed to spree or serial killers, who strike multiple times.) You can exclude cases involving armed robberies or gang violence; which drop the number of fatalities by just one, or including those motives, would add many, many more cases. While access to weapons is a crucial consideration for stemming the violence, stricter gun laws are no silver bullet.

To me, the key factor is mental illness. A major New York Times investigation in 2000 examined 100 shooting rampages and found that at least half of the killers showed signs of serious mental health problems. Data reveals that the majority of mass shootings are murder-suicides: about half of shooters kill themselves. Others may have committed “suicide by cop”— in which what I found seven died in police shootouts. Mental illness among the killers is no surprise, ranging from paranoid schizophrenia to suicidal depression. But while some states have improved their sharing of mental health records with federal authorities, millions of records reportedly are still missing from the FBI’s database for criminal background checks. If the government really wants to curb gun violence in this country, they first need a strong wake-up call and understand that mass shootings need to be scrutinized as a public health emergency so that policy makers can better focus on controlling the epidemic of violence. It would be no different than if there were an outbreak of Ebola virus. As I always have stated. Guns do not kill people, people kill people and they are generally not of sound mind.
